Intel Core i5-8600k (3.6Ghz) runs at 2Ghz on a MSI Z370 SLI PLUS

I currently have had my current custom built PC for 3 months now and as of today I've now run into the issue that my CPU speeds cap at 2GHZ max.

The problem started after I opened up the PC to look at the parts inside (To eventually decide how I can expand the ram and the SSD). After that I placed the PC on the right side of the desk and thats it. I didn't drop it, touch any of the internal parts/cables. I only unhooked it opened it up looked inside closed it back up and moved it from the left side to the right side of my desk. Attached all the cables and powered it back on.

Ever since then I'm running into the issue that the CPU Temprature constantly runs at 100 degrees and that the CPU speed caps out at 2GHZ max. At times the PC doesn't start and says that the overclocking settings don't work and that I should restore the bios settings.
When I restore the bios settings the CPU still maintains the 100 degrees temp and the speed still caps. I've tried the stock speeds and the gameboost but to no avail.

I haven't touched the hardware yet, I have only checked the cables or if everything is running as it's supposed to which it seemingly does.

Does anyone have any suggestions what to do?

Your speed isn't the problem here. If those reading are accurate, you're going to end up killing the processor with that much heat.

Actually, this is a really dumb question, but whoever built your PC... did they put any sort of cooler (heatsink and fan, water block, etc) on the CPU? It doesn't come with one by default, but that doesn't mean it doesn't need one. I only ask because you don't mention a cooler in your post...
