PCI-e x16 graphics card in PCI-e x4 slot without additional power

I want to add a second graphics card for desktop/mediaplayer in the second PCI-e slot on the motherboard (AMD 780G). The second slot has a different color and is marked as 'PCIE_X4'. The manual does not say that I cannot insert a graphics card in the slot, it only says that its performance may be affected. However, the x4 specification limits power draw from an x4 slot to 25W only, and the card I want to use draws about 50-60 W (max, of course). It has no external power connector. Is it safe to put it into the second PCI-e slot, considering it is full-length and it physically fits into it?

The card you want to use will not work due to the wattage requirements. I did a little bit of research and theoretically the data should work, but people have to rig it powered risers to do it. I wouldn't recommend even messing with it.

Thanks for the answers! I already tried to install it before I realized there is such thing as power limitation of PCI-e x4. The card seemed to work fine for about an hour, both in 2D and 3D, without apparent freezes or lags. Then I took it out. So my question is more related to safety. If it is safe in terms of power consumption, I will just put it back and leave it there.

These risers are for x1 slots. I suppose there are x4 risers, as well. But this would complicate things inside an already stuffed PC case. I have some 4 hard drives there with all the cables, a PCI sound card, a custom cooling system, etc. I am afraid a riser won't even fit in there. So I would prefer to just insert the card if it is safe in terms of power draw :)
