Performed a system restore on old PC and cannot get Internet to display

Hi, I performed a “restore to factory settings” on an PC and cannot get Internet to display. I do have WiFi connected but am receiving a “internet explorer cannot display the webpage” message.
I’ve tried restarting everything, uninstalling AVS, all the basics. I read on another thread to ping 8.8.8.8 and it replied with the 4 responses so I think it is DNS related. It’s runnjng Windows XP. Can anyone recommend a fix? any help is appreciated!
I tried starting in safe mode but it did not work as well. Still received the error message.

Control Panel>Network and internet>Network connections>
select used adapter to connect to the internet and proper internet connection
right click properties, stay on the main tab Networking, scroll down to internet protocol version 4 (TCP/IPV4)>> select it and click button down below for properties ( or just double click the internet protocol version4 = verify 2 entries: obtain IP address automatically and obtain DNS server address automatically are selected.
