Serious help needed: Cleaning GPU without compressed air - what actually works?

Ever since i moved back to my home town in Brazil , cleaning and maintaning my pc has been a royal PITA, to say the very least. The biggest problem for me is that during the move the shipping guys somehow managed to completely fuck up my old case (all components survived thankfully, one of the RAM sticks was scratched and required a good reseating but everything still runs just fine for what it's worth). So i am using my old PC case that i hade for my prebuilt PC i bought back in 2011 which has terrible airflow, it only has one fan grill on the back for exhaust, and even though there are fan mounts on the side airflow is completely blocked due to the outside of the case having a weird 3d design that covers the whole exhaust "grills" and i can't seem to figure out how to remove them without breaking the case apart. I already ordered one Cooler Master Sickleflow 120mm fan to use as an exhaust since the original flimsy molex one is long dead by now.

I'm running the PC at the moment with the side panel open, airflow is so terrible that when i have it closed, my GPU (PowerColor Red Devil RX 580) hits up to 88C under load with it closed, but when i remove the panel it hits a maximum of 67C also under load while gaming. My card is fairly new so i don't want to shorten it's lifespan by running at high temps, CPU wise the 212 EVO seems to be doing a decent job, i'm very surprised.

Anyways, back to the point, i leave my side panel open only when gaming. When i'm just browsing around/doing everyday stuff i put it back on to minimize dust build up. Problem is, dust will build up eventually and i'm currently living in a small town in northwest Brazil and there are NO compressed air cans around here, i checked everything. General stores, electronic stores, hardware stores. No dice! The only way is to order it online which can take up to 15 days and i don't want to keep doing it every time the can runs out, not to mention shipping is quite expensive for rural/small towns.

So, how can i clean it (if need be) while my fans and new case are on the way without compressed air? My hairdryer does have a cool option, so how would that work? I also heard using toothpicks and q-tips with rubbing alcohol can also do the trick, but how exactly do i do this?

I'm kinda new to cleaning GPUs to be honest, when we did use compressed air i told my husband to do it since i had anxiety just thinking about effing up my GPU or other components. So tips are appreciated!
