There are a lot of decent GPU's in that price range. I don't know what GPUs are available in the Philippines, but here are some solid suggestions if you can get your hands on them for a decent price.
Gtx 950, This card might be slightly outside your price range, but you might be able to find one used for around 130$. If you do manage to get your hands on one then it's definitely the best choice, this card is still capable of running AAA titles on low graphics settings with decent frames.
Gigabyte GT 1030 OC 2GB, this card is slightly cheaper and is still capable of running most games on low graphics settings with 40-50ps.
