games run low fps with good computer

so recently i got a new motherboard it was an asrock 99 xtreme 4 and now i have a msi x99A xpower gaming titanium i aslo got a new CPU was a i7 5820k and now i have an i7 6850k and my GPU is a gtx 1070 no matter what game i play im lucky to run any where near 60 fps with a 144 hertz monitor most games ive played before i got the new motherboard never had this problem ive tried over clocking my cpu and i still get low fps and im not trying to run games at max settings either at this point ive run out of things to check. also im running windows 8.1 pro if thats anything

i just changed my power setting to high and i have gforce experience so i assume all my drivers are up to date

i downloaded drivers from the cd that came with the motherboard if that counts for anything
 
It could be a couple things.
Drivers first. make sure all are up to date.Especially motherboard chipset drivers.
Open Nvidia control panel.
Manage 3d settings.
Set power management mode to Prefer maximum performance. optimal and adaptive try to match frame rates to your monitors refresh rate. which it thinks is 60hz.
Check your monitor settings and make sure 144hz is selected.
 


No, the ones that come bundled on the CD's are usually very out of date. They could have been sat in a warehouse for a couple of years.

I can't give all the details right now cause I'm away from my PC but from what I remember my CPU was running at 1.16GHz and it's suppose to run at 3.30GHz

Go into the bios and try to see if anything is stopping the CPU from ramping up the clock speed. It seems like it's stuck on it's power saver clocks. If you can't find anything you can always turn all power saver features off and force it to constantly run at it's base or boost clock which should fix the problem of the low clock speed, however it will lower the life expectancy of the chip.

Also, I highly suggest switching to windows 10, it's still free if you use your windows 8 key. It's optimized better and is more up to date on just about everything. Just a suggestion.

i dont know man i tried using windows 10 and it just sucked it made my pc run slow for some reason

Like I said, go into the bios and try forcing the CPU to run at max speed. Disable power saving stuff, disable c states, bump the voltage up a very tiny amount, and manually set an all core clock of 3.5ghz.

i wanna try that but..... i think i might have figured it out so i dont think i have enough power going to my cpu i dont have a cord that fits my cpu power hook up its a 12 pin and i only have 8 hoked up

yeah I'm heading out early tomorrow to get the proper cables
 
Hw monitor can tell you if your cores ever run higher if let it run on the background.
You can also try intel extreme tuning utility,it let's you play with the core clocks from within windows.
Another trick would be to use affinity to lock the game to only 4 cores or 4c/8t so that the CPU would try to clock only those cores higher,right now the game can't create enough usage to make windows think that the CPU has to work hard on it.

Well after all this I decided to take it to micro center and it turns out my mobo is the problem I guess it faulty or something so I'm returning it and getting a new one
