I have a ryzen 2600x on the Msi x470 Gaming Plus motherboard with a scythe Mugen 5 rev. B. My Idle temps (through both ryzen master and HWinfo beta) is 40-50, and under load (playing Ranibow Six Siege) is 67. Are these temps normal? I thought they would be a little better as I heard that the Mugen was good with the previous ryzen generation.

No, under those conditions, @10° above ambient would be normal. For stock settings. If you've applied any OC and bumped up core voltage, OC Genie (or other software OC) this can change. Your load temps @10° higher too, gaming even heavy gaming on that cpu cooler, you shouldn't be leaving the 50's, so something somewhere is either using cpu resources in the background (possible if windows is still updating) or you have malware that's keeping the cpu going etc. Look at Hwmonitor and see if the cpu is under any usage after letting the pc go to idle for 10 mins.

My i5-3570k @4.3GHz OC (idle 1600) with a corsair H55 (not nearly as good a cooler as that Mugen) with cpu fan at 40% (idle speed) in 22° ambient sits at 33°. Even heavily threaded...

Idle temps are usually @10°C above ambient temps, give or take a few °C. That's in a case with decent airflow. In cases where there's only 1 fan, that can easily be 20°C or more above ambient.

So if your case has just 1 intake or exhaust fan, and it's @20-30°C ambients, then yeah, expect idle of 40-50°C.

Also, ppl have forgotten to remove the safety plastic on the cooler base, that'll screw temps, incorrect mounting of the cooler (it's loose) because they are scared of breaking something, mounted the cooler fan backwards on the cooler, have all case fans as intakes to get Alot of air in the case with 1 or no exhausts, had all case fans as exhausts to get rid of as much heat as possible, the list of things not correct is numerable, all of which mean higher temps at idle and loads.

I have two fans in the front pushing air in and a fan in the back pushing air out. I also have my cpu fan running at a constant 100% in bios. I did remove the plastic film off of the bottom of the heatsink, and made sure the heatsink was tightly fastened. Plus my room is currently 22°C. Should I still be running 20°C over the ambient? I just worry because I live in a warm climate area and the only reason it is 22°C right now is because it is the night and we have a slight cold front.

Edit: I read that ryzens give offsets on temps. You wouldn't by chance know if this was the case for the 2000 series do you?

Even heavily threaded usage only puts it to 54°. I have to push Prime95 small fft to get 70° max. You should be seeing something similar, if not better.
