FPS Stuttering with decent computer

Hello people of the forums! I have been encountering some fps issues on my pc.
So, in this example I will just use CS:GO. I will be in-game and then my fps will drop from 300-180 and it shouldn't be noticeable but it's like my game freezes when it drops, then it goes back to 300. And on other games it will drop from 75 or 60 to 40-50 then back up to the capped fps. When the fps drops are not present my games feel buttery smooth.

Specs
GPU - Galax GTX 1060 6gb
CPU - i5 7600K @3.8GHz
Ram - Dual 8gb
OS - Windows 10 Pro
Monitor -AOC G2460VQ6 @75Hz
Mobo - ASROCK B250M PRO4
SSD- 250gb Seagate Drive
HDD - 1TB Seagate Drive

What I have tried doing to fix this

-Reinstalling Windows 10 clearing all drives
-Updating Drivers
-Disabling GameDVR through regedit

I hope this is enough information to help resolve this issue!

Upon further inspection, I found that 'Antimalware Service Executable' was causing a spike in cpu usage. I have disabled this by rescheduling the scan times.
