Gtx 1070 underperforming?

I have a ryzen 5 1600, 16GB of 2666mhz ddr4 ram and a gtx 1070 in my system. I recently bought far cry 5 and was surprised that I only got around 30-40 FPS on ultra. When watching benchmark videos of the same specs I saw that they got around 60 FPS. I really want to know what is wrong and what the problem is. My games also don't look as good as the review videos, I have a 144hz 1080p display so I assume this is also a gpu problem with shaders and such. Please help!

How old is your PC. it could be your cpu that is underperforming not your GPU

My Pc is around 2 months old, the ryzen 5 1600 shouldn't be a bottleneck. I am noticing however that it is only running at around 1.40Ghz and not the 3.2Ghz base speed.

If its only running at 1.40 GHz then thats probably your problem. You should be able to change the speed in the BIOS menu. This guide is kinda helpful: http://smallbusiness.chron.com/change-processor-speed-58427.html

It turned oit that the gpu wasn't correctly installed and by remounting it fixed the problem.
I am now getting around double the fps I used to have. Then again thank you for you're help!
