Motherboard Not Receiving Enough Power

Hi I just finished building my first gaming pc and I plugged everything in but when I hit the power button the cpu fan does a half spin and nothing else turns on. The HDD drive doesn't even spin, neither do any of the 2 fans I have installed. I rearranged everything and tried again. I realized that I hadn't put the standoffs on so I took out the motherboard and put them in. When I put it all together again the same thing happened. I'm also having issues deciding which 2-pins and 4-pins connect to the 3 4-pin molex I have because I always end up leaving one unplugged. Please help I really hope I don't have to buy a new PSU because I don't have a lot of money. Thank you so much for your help in advance!

My Parts:
Gigabyte Amd AM3+ Motherboard 78LMT-USB3 R2

EVGA 650 N1, 650W Power Supply

Like the above poster mentionned, you seriously should try to return those parts. They are quite old and you could probably get something better for around the same amount of money.

Also, how did you even manage to fix the motherboard to the case without standoffs in the first place?

I highly suggest that you follow tutorials on how to build a PC before damaging anything. Youtube also has great tutorials that can teach you how to build a PC from scratch.
