xeon x5460 very high temperatures

Hello, my MOBO is NEO2FR MS-7512, I put my X5460 in there. With the stock cooler, temp. while idle was around 65 degrees C, sometimes slightly under when the room gets cold. So I bought a used Arctic Freezer 7 pro to solve that issue, but now it's even worse, average temp. (idle) was around 75 C and the last two cores were even going above 80. I don't get understand why, this cooler is supposed to be good or at least better than stock.

UPDATE: I ran another test. This time I rotated the cooler so that the fan faces the RAM, instead of the GPU. Also, I tested it while the room temp was 10 C lower, and the motherboard was located outside the box. This time, idle temp is around 50, under full load using HeavyLoad software it gets around 66, core 1 showing 70 max. I will do another test tommorow during the sunny day, with the mobo inside but I'm worried what the results may be since it will be inside metal where every component is hot as hell, even my old HDD.

Well, I don't have any case fans, I was thinking yesterday that it might be the only cheap solution to this problem because I can't afford another cooler. I don't see a place for a front intake fan on my case, but I can buy a rear one for 5 bucks. According to a video on youtube, that could reduce the temperature for about 5-8 degrees. What do you think?
 
There are 2 schools of thought about this, both are valid. One is a fan blowing in to create a high pressure in the case. With a filter it stays clean. The other is to pull the heated air out. Negative pressure. It does tend to pull dirt in everywhere. In a clean environment it doeesn't matter much. But unless you're running a BTX there should be a case fan and a separate CPU fan.
