as per to what i have seen there are people with some potato pc who plays PUBG and CSGO...so if your case is to overclock the CPU to get better fps in pubg...i dont think you need to do so. at the resoultion of 1280x720 and the specs you mentioned, you can a decent fps of 100+ for sure.

my laptop is CoreI5-7200U and AMD graphics of 2GB...which is not extremely powerful laptop but runs CSGO at 130fps @ 1024x768....

also overclocking a cpu is not like you run an app and click a button...you should have a fair amount of good knowledge or else you will roast your CPU...

i5-7300HQ is good

The i5-7300HQ will boost itself to as high as 3.1GHz on all 4 cores, 3.3GHz on only 2 cores, or 3.4 on a single core, based on the demand placed on the CPU, and thermal constraints/cooling.

So, overclocking it to 3.0GHz is pointless.
