Is my cpu bottle necking my gpu? (cpu recommendation)

So other than this is my first time posting here, I need help in something.

My current setup as of now is a gtx 1050 ti asus strix, 8gb of ram and an i5-4460.
Now I don't have these programs that display processor and graphics card temperature and usage but I'm guessing since I upgraded my gpu from a 750 to a 1050 ti and didn't upgrade my processor, that the cpu just might be bottle necking my gpu; I have a feeling but I'm not sure.
I run recent games medium to poorly sometimes, something like AC Origins and Shadow of war run meh on medium/low (1920x1080)

So first question. is my cpu bottle necking my gpu?
Second question. If it does, what new cpu should I get? I'm looking for something that's better than mine but not that expensive, since most hardware where I live are so expensive.
 
Solution
Not at all. Your Cpu is very correct for your Gpu and vice versa. You dont need upgrade your cpu unless you get a better gpu as gtx 1060.
You can download msi afterburner for controlling cpu and gpu load.
