Help with gpu plz

MB: MSI X99S SLI PLUS

CPU: Intel 5820k stock as of now

RAM: 32gb Crucial ddr4 ram

GPU: Gigabyte 980ti G1 gaming

PSU: Evga Supernova 850 B2

COOLING: Custom water cooling loop

3 days ago everything was fine with my PC until I used the Msi update utility to update my Motherboard drivers. That's when my GPU started having problems that never happened before. It started with the GPU freezing to a solid color (white, pink or black) and with the audio stuck on one note, a few seconds into gaming. Thinking it was overheating I ran some stress test on the CPU, GPU, and RAM using Fur Mark, Kombustor, aida64, and Memtest. While the CPU and RAM seemed fine, I noticed that the GPU was Throttling severely:

I Tried everything at my disposal including stripping down my water cooling loop, cleaning and applying some fresh thermal paste. The temps don't go over 32c but I think that's because of the massive downclocking. Is this the beginning of gpu failure?

Have you tryed to roll back to the old drivers to see if this fixes it?

Makes no sence that is should throttle since the temps on the core is nice and cold.

I have to ask to make 100% sure. Is the GPU also watercooled? if yes, what kind of waterblock are you using?

yes the gpu is water cool as well, it has a ekwb water block and a d5 pump. I've just cleaned and rinse all the waterblocks so the cooling loop has good flow.

Is there any way to test if its a PSU problem?

Other than adding a new psu not really. However this really seems like a driver issue. I would first uninstall the auto updator (those do more wrong than good usually) and then with revo uninstaller completly remove the motherboard drivers. Restart the pc, let windows just sit there for 20 or so minutes (you can browse the web and whatnot) restart and then install your drivers.

Pretty sure this not an PSU problem.

And since you have cleaned the waterblock and are sure you have good flow... I have to agree with jaslion that this looks more and more to be a driver problem.

Update

I've done a full fresh install of windows 10, but the problem persists. one thing I noticed is that the computer does not restart by it's self. I have to do a hard reset to get out of that screen.

Thinking about sending this card in for RMA since I still have 5 months left on the warranty. This Question is, will gigabyte except it if I put the stock cooler back on?

This is weird because the card crashes a few seconds into gaming. The fact that its not a gradual decrease but rather sharp drops makes it even more odd. I gonna test with a spare power supply and see if that works

It seems like your PSU is to blame, it's probably not sending enough power through, have you tried another one?

Yes, I have just tried switching out with an old Corsair Psu, though I'm not sure If that Psu is faulty because its over 6-7 years old. With that said, the gpu was doing the same thing with the other older psu.

ran some more test today one with Fur mark the other with Aida64, both with Gpuz monitoring. I also ran 3dmark but crash to pink screen shortly after starting.

Its seems that the more demanding the game, the faster the crash.

I ran just about every test I can think of including 2 spare Psu, but the card is still crashing to random colored screen.

Luckily, I've been saving money to treat myself to some new hardware and have almost enough for a gtx 1080. normally I'd be looking for an excuse to upgrade my GPU, but in this case, it is bittersweet because I was perfectly happy
with my 980ti. On top of this money was meant for my 3d printer.
