Can a Gtx 1050 ti 75w be placed on a PCI-e 2.0 x16 with a limit of 75w as well?

I'm planning to upgrade the GPU of my very first gaming pc way back 2007, a Dell xpa 420. In terms of bringing it back to life, it really is possible to upgrade some of its specs (aside from hdd and cpu).

Well going through some detailed observations on my pc, I found that it has a PCI-e 2.0 slot x16 with 75w (guess this was the minimum power limit for pcie 2.0) in this case, the gpu i want to put in that slot is a gtx 1050 ti which has 75w power as well. Will it work just fine with no problems in regarding to the power of the gpu to the power limit of the PCI-e 2.0

75W is still the limit for PCIe 3.0 slot power draw; so yes in theory it can work. But what power supply does the system have and what other specs does it have?
