Games run slowly when taskmanager isn't opened

I played league today and realize that i have 30-10 fps and when i opened task manager to see something and went back to lol i saw that i had 140+ fps. And i realized that i had 30 fps because i didn't have the taskmanager opened. Why is that ?

You may want to check your system for viruses. Some viruses are smart enough to watch for the task manager process and cut their process load so you can't see them. Or it's harder to see them. The high GPU load could mean you have a mining virus or something like that.

Now i realize what's happening with the taskmanager when ever i close it or it isn't opened the procesor (ryzen 1600x) will go full 100%...I can't use malwarebytes because for some reason the windows doesn't let me "an administrator has blocked you from running this program", i tried iobit malware and norton didn't find anything....what should i do ?
