PUBG stuttering problem

Specs first;
RX 560 4GB
i3 4170
8GB DDR3 RAM

Game stuttering so badly when i get shot or moving fast with a car.
Some of my friends have worse computers like low-end, they play at 30-45 FPS but they game wont stutter. My game having fps drop issues and Its worse than playing at 40 fps.

Not actually, there isnt a big performance difference at i3 4170 and i3 4330, CPU is enough to this game.

Game devs are putting high requirements to every game, if requirements were real, you cant even play NFS payback with a i5 4460. They dont even test it.

So I have a friend that have lower specs than me, but his game doesnt stutter much as me. He loses his FPS because of GTX 1050, but I actually have a better spec than him, I get about 95 FPS at Medium, 75 at High. But game is just stuttering ant there is no bottleneck. CPU runs at %50-%75 while playing and gets to only 60C
