Internet Speed is fine but when i play online games(ex. CSGO, DOTA2 etc.) i get lag spikes

So this problem probably started around early April. When i play i get lag spikes that go from 60ms to 300ms. I tried contacting my ISP and they already conducted 5 or 6 line tests and told me the connection is fine. I also did my own investigation by using CMD and i ping tested my router and i was fine but when i tested other IP's there would be sudden spikes. I even called a line technician of there's a problem with my internet connection and he said there's no problem. This issue has been bothering me for a month now and i hope someone could help,

There is not a lot that cause this. You either have some kind of errors on your line or there is something being over utilized. Watch the resource monitor on your pc and look at the data rates with nothing else connected to the router. They need to be well under the rates you pay for. If it is close you maybe getting data spikes that are being averaged out by the display.

I would suspect it is upload rates but you can test this by say running a youtube video on a low bandwidth rate. Youtube is almost all download and even low resolution video streams use more data than a game.
Games are one of the worst offenders for blaming the networks for problems the game itself causes to the pc. Mostly this is issue with video drivers that cause delays that are blamed on the network.

I would try to test from another device while the game is running.

Still if you see no problems to your router but you see issue to a common internet IP like 8.8.8.8 then you have some form of internet issue.

Be very sure you are not exceeding your bandwidth. A game normally uses extremely small amounts of data but if you have a small internet connection you might be able to overload the upload rates...especially if the upload is under 1mbps.

I actually have 2 PC's in my house but I only use the other one for office purposes. I also did a ping test on that PC and the results were the same. I even disconnected the ethernet cable from that PC just to make sure it's not the one who's causing the lag spikes. Im also getting ping spikes from other IP's. It is kinda annoying since my ISP also can't find the issue.
