Low 3,3v rail causing black screen

Hello,

It's been several weeks that I've been unable to make my GPU work due to a black screen every time I try to install drivers for it. At first I thought it was a problem with the drivers or my GPU going bad but I noticed that the readings for the 3,3v rail were as low as a steady 2,49v at all times (the other two being at respectively 12,17v and 4,98v). I then replaced my old PSU with a spare unit thinking that it was dead but I get the exact same readings with SpeedFan on this new one. I also tried to restore the BIOS to factory default which changed nothing.

The problem appeared suddenly while I was playing one day, my screen glitched and then I had to shutdown the computer by pressing the power button. I never overclocked the computer and everything else works fine.

I'm guessing the problem doesn't come from the PSU since the replacement unit is new. Any suggestions?

Honestly I highly doubt that the brand new PSU that was still in its package would already be flawed and have the exact same readings as the old one which was more than two years old. I think the fact that the two readings are the same for the 3,3v rail hints at another source for the problem, no? Could it be GPU or CPU related?

I've also disconnected almost all of the devices that were drawing power from the wall. How can I see if I'm drawing too much current?
