A formula for calculating RAM speed is by dividing RAM speed by CAS latency. In your case, it is:
3000:16=187.5 and
2666:15=177.73
Exhaustively, the patriot RAM will have better performance.
Note that Ryzen can benefit from extra RAM speed.
