CPU fan constantly running, custom build

CPU fan never shuts off. Have not used this computer for months but have updated all the drivers. I have tried everything I can find on the internet to no avail. The fan will be running even when the CPU percentage is under 2%.

Could it be because of the age of the processor and motherboard? This noise is becoming a real pain.

The cpu fan will not shut off just because usage is low...

Are you thermals (temps can be noted in HWMonitor) acceptable? (Might need fresh application of thermal material)

Any mysterious processes within task manager? (More than one person has become someone else's bitcoin miner-slave....)

I will attach a screenshot of the temps and of the task manager. I don't know what an acceptable temp is but the fan kicks on basically when I turn on the pc, and will get incredibly loud while just running google chrome and such, sometimes it just revs up while the pc is just sitting there on and nothing is open.
