2 Routers, 2 subnets, and 2 ISP's?

Hi,

Is it possible to setup 2 routers, on different ISP's to share the same LAN, but not the internet connection?

For example.
Router 1:
WAN port connected to ISP 1
IP: 192.168.1.1
subnet mask: 255.255.252.0
LAN: Connected to a PC, and router 2

Router 2:
WAN port connected to ISP 2
IP: 192.168.2.1
Subnet Mask: 255.255.252.0
LAN: Connected to another PC, and router 1

What I want to do is to be able to play LAN games together with my friend (which is also my neighbor) on a cable connection for lower latency. But the thing is, we can't share internet bandwidth. So I want to connect our LAN without sharing.
Will this be possible?

I'm still testing it out with different cabling and router configs, but this is starting to look like the only solution.

This is it. Thanks man, and sorry for the late reply...

Turns out all I needed was an extra router. Here's the config:

Router 1(Their router)
Gateway: 192.168.1.1 (this automatically sets the gateway of their devices to *.1.1)

Router 2(My main router)
Gateway (and IP): 192.168.2.1 (Only the third router connects to this)

Router 3(My "Other" Router)
This is where every device on my house connects, and by default (DHCP), sets their gateways to *.2.1
