PC won't load past BIOS. Files safe?

I've managed to turn it off by long pressing the power button. I really don't know much about computers so I'm planning to bring it in to a shop instead.
What I'm concerned about though is whether my files are safe? I've experienced the hard drive dying before and it didn't make that sound this time. It was just quiet and the BIOS splash screen was stuck at 92%.
Will my files still be there when I open it?

I've already brought it to a computer shop. It's fine now. I think the problem was the the thermal paste has dried up. Thanks for the reply anyway. :)
