I don't think Windows 95 ever had a boot-straight-off-of-CD option, but don't absolutely hold me to this.
If I recall correctly, there was a boot floppy that had to start up a generic CD-ROM driver, then it could run the SETUP.EXE from the CD.

Official Windows 95 CD's were never bootable, so yes, you need a Windows 95 installation floppy disk to start the process.
