That is controlled by which SATA port you connect it to on the motherboard.
SATA I, SATA II, SATA III.
You don't "set it". There are no 'jumpers'.

However...the throughput of a SATA II (3GB/s) connection is more than the HDD can provide.
SATA III (6GB/s) will make zero difference.

I checked and my mb support max sata II. Is Asrock n68-GS4 fx. Now it show sata/300 and the cable is set on port 4. On others ports it show sata/150 and i dont know why because on mb asrock site say all ports have the same speed.

Just a theory.. How many drives do you have? I wonder if it cuts the rate in half when 2 drive are connected to the same interface. In other words, does it drop to sata/150 when you use both Port 0.0 (SATAII_1) and Port 0.1 (SATAII_2), or Port 1.0 (SATAII_3) and Port 1.1 (SATAII_4)? Maybe it will hold at sata/300 if you use 0.0 (SATAII_1) and 1.0 (SATAaII_3), but leave Port 0.1 (SATAII_2) and Port 1.1 (SATAII_4) empty?

Some drives have a jumper that lock them at a lower speed for compatibility issues.

Just 1 hdd is connected. On sata ports 1,2,3 run on sata/150 and on port 4 run sata/300. Now is on port 4 set and work on sata/300. So i fixed..hope dont go below on this port.
