R9-280x GPU Intermittent blackout on startup

Hi guys,

I bought a refurbished Powercolor turboduo R9 280x a few years ago. Initially it gave me the common red lines across the screen issue (Which I think was the reason for it being 'refurbished' but wasn't fixed). I sorted it out with a bios flash which fixed the problem for good. I used the GPU for a few years with no problems.

Recently however, I've had an intermittent problem where about 1 in 6 boots result in a black screen which doesn't resolve with power cycling. It rarely does come on if left for 15-30 minutes, but very rarely. There is no signal whatsoever not even to get into the bios or the motherboard splash-screen. The only way to fix it is to unplug the GPU power connector(s), reboot to let it switch to the iGPU and then reconnect the power connector and reboot once more.

I've isolated it to the GPU by swapping it to another machine and utilizing another GPU in it's place as well. The problem follows the GPU. Temperatures are stable at 70-80°C when gaming and within normal limits at idle, however I did replace the thermal compound just as part of normal maintenance when doing my CPU. It is also not overclocked.

The only thing I can think of is to re-flash the bios. Besides replacing the unit, is there anything else that anyone can think of that might help?

Update:

So I tracked the black screen issue down to drivers. Uninstalling all AMD Drivers brought the card back to life. When I try to install the latest drivers however, halfway through the install the screen goes black. The pc eventually reboots itself and the drivers aren't installed.

Any ideas?
