gpu and cpu throttling at normal temps

hello, i have a santech 870m 6gb laptop. i'm having thermal issues (keep in mind gpu and gpu have a different fan and pipe). my gpu starts throttling at 75 degrees. i already changed thermal paste cleaned everything etc. i have it overclocked at 1057 mhz (it throttles even if it's not overclocked) and as soon as i get around 73-75 degrees it throttles down, when i reach 80 the clock gets very low around 920-960mhz. (it doesn't go above 80c) now. i'm really annoyed at this and i've been trying to fix for weeks. laptop gpus are can run up to 90 degrees yet this one throttles at temps it shouldn't throttle at. i've tried everything to unlock voltage control on msi afterburner but it doesn't seem to work. i tried to flash a new vbios with a lower voltage but i'm having issues flashing it. i really need help. (also the CPU throttles but it's not thermal throttling thermals are good. according to the intel tuning tool it's "current limit throttling" does it mean the moba can't deliver enough amps to the CPU? it's a i7 4700hq) if yes, it doesn't make sense because even if i give it more voltage it still current throttles (more voltage=more current can to through) i'm really trying everything in my knowledge but i can't seem to fix any of those issues. (i'm already using a cooling pad, i did everything i can to try to lower GPU temps (except using liquid metal which i'm not gonna do because of the risks) is there a way i can make it so it doesn't throttle at such "normal" temps for a laptop? or unlock voltage control by flashing the a new vbios? i've tried to ask this on some a few forums but no one was able to help me. i really hope i can find someone here with the right knowledge to help me out :) thanks. Does MSI Afterburner give you an option to control your gpu fan? That way you could force your fan to work harder to prevent temps above 70C and avoid throttling. Otherwise, i don't see a way to unlock gpu voltage, they should be bios locked. What may work is downclock your gpu and trade off performance for lower temps

Since its already at its max temps the fans will already run at 100%.. and nobody want to downclock. What you can do is clean the fans for dust older computers just run hotter than when you buy them new.
