Hello before I ask please excuse me as I am sort of a noob when it comes to networking. You see on a pci-e Ethernet card it says it has speeds of up to 1000mbps but are these speeds only useful if you have a gigabit internet connection from your isp or is this simply how fast data is transferred from you router/modem to your computer?

Thanks in advance!

Cat6 vs Cat5e makes no difference at 1GE speed. Gigabit LAN connectivity will help with streaming content within your home or if you do backups across your network. It makes no difference if your WAN speed is 10Mbit. BUT, if you WAN speed is close to 100Mbit then you need gigabit LAN to take advantage. Since there is no speed between 100Mbit and 1000Mbit if you are close to 100Mbit WAN speed you have to have gigabit LAN speeds.
