Windows 7 explorer crash on startup

My PC has recently been not booting properly. When I start the PC, I automatically login and the taskbar loads, though the desktop icons never load and I have a perpetual loading icon for a mouse. Clicking the screen anywhere causes Windows explorer to completely crash and I am left with a desktop background.

I have no clue what to do to even start fixing this. Booting in safe mode works fine. I also found that it may be an issue with my memory not working properly, as previously attempting to launch a program would sometimes result in an error message stating "Not enough memory. Close some programs" or something similar.

Any help will be greatly appreciated

1. task manager ctrl + alt + delete to open
2. look for processes taking up large amounts of memory and end those non essential to the pc
3. check to see if you can prevent them from auto launching in the services
4. when explorer.exe crashes or hangs, you can open the manager and end it
5. use the run function to relaunch explorer.exe

I have already tried this answer but thanks anyway. Task manager does say that only 12% of the memory is being used, so I'm quite confused.
