Lower fps than other people with same specs

hello, i am experiencing lower frame rates than people with the same specs as me in Forza Horizon 3
i saw this guy on youtube getting around 50 fps with medium settings some things even on high
when i play this game i need a 30 fps lock with the lowest settings i can choose and i still have very unstable fps with it frequently dropping to 20 or even 10.
just searching an answer for why my pc is doing worse than his and others

My specs: (Msi nightblade MI2)

gpu: GTX 950 2GB
cpu: I5 4460S
8 gb of ram (the other guy did have an extra 4 gigs of ram)

Is it only in this game? I checked this video and I can't trust this channel.Look for another benchmarks from trusted channels on YouTube. Also check the temps, this could be the factor.

it isn't only this game but this one definitely sticks out the reason the other games might perform worse could be because for lets say pubg i dont close everything on my desktop but for horizon 3 i do close some stuff and i still have bad fps on lowest settings.

other benchmarks (may have different cpus)

all of these getting good 40 to 50 fps not lowest settings
my gpu temperature is fine with my gpu being around 50 degrees
