Need some help please, with upgrading my pc parts.

Hello,

I got my first pc build, for 3 years now. And I would like to upgrade one of the pc parts.
reason why?:

My old build is:

CPU Intel i5-4460 3.2Ghz
MOBO Asrock H97 Anniversary
SSD Samsung 850 EVO - 120GB
GPU Gigabyte Geforce GTX 960 - G1 gaming 2GB GDDR5
HDD Caviar Blue 1 TB 3.5" 7200 rpm SATA 6Gb/s 64MB
RAM HyperX Fury - DDR3 1600Mhz CL10 module black 8GB
PSU XFX 650W power supply
PC case Zalman Z3 Plus black

*Some issues I might think*

1) Idle pc is around 20% or floating even higher cpu usage, according to task manager.
2) Having a single RAM stick with 8GB instead 2x4GB? Or should I buy the exact same one?
3) Before I always reached 60 FPS on max settings playing Dota 2 and now its just floating between 30-40 fps. Even decreasing settings does not help slightly.
4) The same story with League of Legends...I don't get the same results.
5) And one of my favorite games: Total Warhammer 1 & 2. I get like 10 fps during a cutscene, and 30 fps on lowest settings on the world map of the game...it's frustrating. Loading screen takes forever to load
6) I got all three games on the Hard drive disk E: but a few years ago it didn't matter at all.

Things I did so far trying to fix my computer:

1) I ran a fully completed virus scanning
2) Using CCleaner
3) cleaning the SSD/HDD drive
4) Changing the thermal paste for my cpu
5) Removing the dust from the fans of my case

When I have a whole day left, I just play intensive games such as Total Warhammer 1 & 2 for maybe like 8 hours or longer. But I also use the pc for my study as Desktoppublisher work.
Using Adobe Photoshop, Illustrator and InDesign. Would like to improve the parts for all of these and some future work as web-site design.

I'm thinking to upgrade my i5 to an i7-8700k (aswell as future games/work and future proof)
but that means I'm suppose to upgrade majority of the parts which is no problem.
And when I go for i7-8700k, starting building from there would be an idea?

Please let, me know what I should do.

After you get i7 8700K you will need a motherboard and DDR4 RAM to run it. 960 is kinda fine for 1080p so just push those 3 components first CPU, RAM, MB.Also with i7 8700K you will need to buy a cooler, air cooler or AIO cooler. So you need to decide on that too.

Alright thank you! I'll probally buying the Noctua NH-D15 air cooler for as it its now.

Noctua makes amazing coolers, and that 8700k will purr like a kitten. I personally have a 8700k 16GB Gskill TridentZ 3200MHz and an Asus STRIX Z370 E Gaming, with a 970.

That's amazing thanks for the input, I'm sticking to the gtx 960 for now it should be fine. I guess all my questions are answered now :)

Also about the other issues you have. Update all the drivers, BIOS aswell (not sure are you aware of Spectre and Meltdown) always go for dual channel 2x4 instead of single 8gb. Sometimes if there was a revision of a identical RAM module, they wont work together. Also do some usual repairs like sfc /scannow and dskchk /f in CMD.
