Cannot access BIOS after replacing 1 nividia GPU with 2 AMD GPUs and no integrated graphic.

I recently replaced 1 nvidia 1080 with 2 AMD Vega 56 GPUs and can no longer see the BIOS splash screen and cannot get into the BIOS using "Del" or "F2". I have the monitor plugged into the the AMD GPU that was in the same PCI slot as the nvidia. Windows 10 boot with no problem and fast boot is enabled. The MB is a Asrock B350 and I have tried the boot to UEFI utility and the same issue occurred. The processor is an AMD Ryzen 5 1600 with no integrated graphics.

GPU - PowerColor AMD Vega 56 x2
Motherboard: ASRock B350 Pro4
Monitor - Old VGA 17" LCD on VGA to HDMI converter
Memory - g.skill 8 GB x2
Processor - AMD Ryzen 5 1600

I believe I read once upon a time the bios will sometimes not show with 2 AMD GPUS. I would suggest using 1 card to go into your bios and set everything up and once done reinsert the 2nd GPU.
