Screen Recording anything makes full screen program stutter.

Hello all,

I stream video games of all sorts, and this is a somewhat new issue for me, but recently whenever I screen record there is a slight noticeable stutter in the game, but everything is well under 100% in the task manager, including GPU usage. All my drivers are up to date and software is up to date as well.

As you can see, I don't believe it to be any hardware issue, But I can't figure out what the issue is for the life of me.

That's an awful small cpu cooler to be running on an i7 under close to full load conditions, especially if there's any OC involved. It's basically designed for SFF or HTPC with cpus of 65w TDP or less, although it'll handle larger 'with care'

TDP is calculated at Intel by use of several mediocre programs in controlled environment, not extreme usage like what's possible pulling all 8 threads. Peak power is @1.5x - 2x TDP with i7's pulling closer to 2x TDP. So fully expect your cpu to be running anywhere upto @180w give or take. On a 65w cooler.

I'd suggest monitoring cpu temps, you are probably looking at thermal throttling killing performance, coupled with intense usage you are getting 'bumps'
