All screen items are too large and it is not caused by wrong resolution

I am using windows 8.1, and have been doing well with it. I used a game, that changes the resolution of your screen, such as 1360x768. It changes it I think, to something like 800x600, but, it crashed in game, and so I had to force shutdown my computer, since it froze. Now, my entire screen is large, text, icons, mouse, everything. But, it isn't my resolution. I can change it up, but, the icons, and everything else scale with it. So I cannot escape the massive clutter on my screen. I need help.
 


This does make my desktop icons smaller, yes. But, the problem with my applications being zoomed in, and absolutely massive has not gone away. My taskbar is still, very large, even at minimum size. In the pic it seems somewhat smaller, but to me, it is pretty large considering its original size. The icons originally took up maybe less than half of the taskbar, and chrome, well its font was tiny compared to what it is now.

And again with this, the screen has not changed. It simply stays the same. It causes problems with applications using ascii and other pixelated styles, and with text. It is like it forced a higher resolution into a lower res box.
Even the login screen is massive.
