Running pc games below recommended requirements

I have a pc with

  • I5 4460 3.2 GHz
    24 GB Ram
    GTX 750(PNY) W/ upgrading to a GTX 1050 TI 4GB VRAM within 60 days
full specs found here

Is it possibe to run Fallout 4 on the lowest settings and still be playable
I am not looking for the best graphics settings, just something to play this type of game.

While you do not meet the recommended, you are above the minimum. You should be able to play the game just fine @ 1080p... just that you won't be able to play on high/ultra graphics settings. You'll have to set them to around 'medium', and the anistropic filtering I'd say 2x at most.
