GPU/CPU Not working properly

Hello, recently i decided to upgrade my rig with a new GPU, im replacing the MSI 960 2g with a GIGABYTE 1060 3g(i know the difference is not big, but the plan was to sell the 960 on ebay and not loose too much money)
So i installed everything, deleted drivers with DDU, installed most recent ones, and everything looked cool until i started testing in games, mostly R6S and Escape from Tarkov, i noticed that R6S was using more CPU and even running on low was getting less fps then with 960(80-95 instead of 105-120), i put some settings at high and fps increased by 30-40, all this time i was also monitoring the usage with MSI afterburner, and the results are that CPU is always at 90-100% usage and GPU is being used between 60-80%, the worst is that when i alt-tab everything is lagging because the CPU is always busy in the game, the 960 was giving me more fps at this point and with it the CPU was not lagging at all as i remember.
The problem cannot be the psu because it has 600w and 960-1060 have the same TDP.
I tried turning the performance settings in NVIDIA control panel so many times, tried reinstalling drivers many times too, nothing is working, the game is running well but not as i expected and the worst thing is that it takes a lot of CPU not only in game but in general when im browsing, i noticed that everyday tasks now take more CPU then before.
Im hoping someone has experienced this before and can help me.

My rig:
CPU: i5 4690k 3.5Ghz
MB: Asus z97 Pro-gamer
GPU: GB 1060 3g - MSI 960 2g
PSU: Antec VP600P 600W
Monitor: Benq Z. XL2411 144hz
OS: Windows 10 64 bit

That is odd for that CPU. I have that same CPU w/ a GTX 1070 Ti in my living room desktop PC. It has no trouble whatsoever with any games(some I can even play fine in 4k). You are not underclocking/overclocking it are you? When was the last time you updated the BIOS? Possibly set BIOS to factory default and try.

BIOS is at its latest version, reseted to factory last time today, the CPU itself was ok until i replaced the GPU with the 1060.
No, im not overcloking anything.
