If you can get an Access Point Per (AP) per floor, then connect them to the same router/switch. You can then use the "Bridge" function with the AP's to make them all the same network, that way you dont have to reconnect to a new AP each time you go to a different floor. The Bridge function should basically make switching APs an automatic thing. Something you might try first is just getting a single one of those APs and see if it can penitrate the concrete floor/cieling. If it can then that is pretty much all you should need to do. But if it cant, or has a week signal, then you can always buy more.

This is what I use:

UniFi Enterprise WiFi System AP Long Range UBIQUITI NETWORKS QA UAP-LR
https://www.amazon.com/gp/product/B005H4CDF4/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1

I have this in the middle of a 3500sqft house made of hardwood that was built in 1916. I can be 150feet outside of my house and I still get a bar from this access point.

You may get different results. I dont know what your building is made of, so I cannot speak to how it will perform exactly, but at the very least I know it works through multiple layers of hardwood, wooden slats, and textured plaster.

thanks! my walls are made of cement.
Im thinking if i should get a router as Access points per floor? or try google home? (not sure if both means that i have to reconnect to a different network per floor)
