Wth is wrong with my FPS in WoW

I've been playing legion since it launched and I was getting great fps with an i3 and gtx 750ti ftw, but then I upgraded my old pc to a
i5-6500 3.2 GHz
16gb RAM
gtx 1060 3gb
windows 7

but my fps has dropped like a sack of potatoes. Raid or dungeons fps max at 5, questing i get 25 to 40. I've changed all the ingame setting to low or dissable, same fps. why??

yes both monitors are plugged to the graphic card with hdmi cables. hmm I will try updating the bios because I haven't done that yet. thanks Rodolphe

I was about to do a fresh reinstall of windows,bios and everything else, but I'm going to try what you said first. Tyvm logainofhades.

Update: I guess it worked a little bit I got to 10 fps

Update 2: I did a full reinstall of bios, windows, all current hardware, even reinstalled WoW, still crappy fps. I read that WoW is very CPU demanding is it maybe something wrong with the CPU?

Your CPU is running at 0.8GHz, that means it is at the lowest frequency possible... It seems that you are on "power saving mode"
Try to set, in the power management setting, on"balanced" or "high performance" mode.

I changed it to high performance and it is still at 0.8GHz, hmm weird. Is there something else I can change to make it go faster??

I also note that you only have 1 core running and it's thermal protected, there's something wrong...

First, update BIOS, if nothing changes, reset CMOS (taking the mobo battery out for at least 20 second with the computer unplugged from the wall then put it back) manually reset default bios settings.

I have updated the BIOS to the current version, so that's out of the question. I'll do the reset CMOS as you explained, and how about the 0.8 Ghz should I not care about that anymore?

When you installed the new CPU, did you use a different or the same CPU cooler? If the same one, did you clean off the old and use fresh thermal paste? Regardless of what the thermal sensors say, remove your CPU heatsink / fan. Look and see if the paste spread properly. If it did not, find out why, e.g. component clearance issue, broken / incorrect mounting, etc. Clean off the old and apply a new THIN layer of paste, OR put a lentil-sized dab in the middle of the CPU and let the pressure of the cooler spread it. Re-mount the cooler and re-test.

I used the same CPU cooler. I did clean the cooler, and applied fresh thermal paste. Have done it like 4 times already. I will do it again just in case.
