Im using wired connection on my pc, tested the wifi with other device and it does the same. Basically my internet speed doesn not change the latency doesnt change (its stable 30ping) but every 10 to 25 seconds there is a dropout. I dont get disconnected from the internet on my PC neither on my phone(wifi) it just stops downloading and uploading for a brief 1 to 5 seconds then continues to perform like it should.

I downloaded wireshark but im not sure how to use it. I used another software called net uptime monitor. The only thing i could get out of it is that the OPENDNS get 200+ ms every 10 seconds while the other two(googledns and the other one i dont remember) are on stable 25 to 30ms at all times. Wireshark says no interfaces found.

Have you tried 1.1.1.1 as a DNS server? It's pretty good for some. Or you could try a DNS benchmark. Add in your own DNS options to test against the benchmark and see what seems good.
