7 year old laptop BOOTS faster than 2018 gaming PC

Hi Quick Question?
My 7 Years old dell xps15z laptop (2011 Model) boots, shuts off and even restarts
Faster than my new custom PC build (2018) WHY? AND HOW COME? :??:
Both with clean win10 installed.

Yes both are totally turn off , shut , no power
I measured multiple times for shut down restart and boot ...
Measured from power botton to desktop
From windows logo to desktop
From desktop to desktop on restart
I tried everything ..and each time the laptop is faster by at least an average of 15 to 20secs...
What may cause that remeber both fresh windows install

Why are you bothering with booting time... It's strange for sure, but if the setup is running fine, who cares ? :) But I would clean registry, and turn on fast booting in bios
