when streaming CPU runs at 99%

Recently when streaming my CPU has a meltdown. 99%, this was never a problem before.
I've tried OBS Studio and Streamlabs OBS same problem.
any ideas?

Motherboard - Gigabyte GA-Z79-HD3
CPU -Intel Core i7-4790S
Memory - 16GB DDR3
GPU - Nvidia GTX 1070

Streaming with x264 takes a lot of CPU resources the better the quality the higher the resolution the higher the framerate the more resources it needs.
In addition a lot of games can use up a big chunk of a 4c/8t CPU.
Your options are
reduce FPS of the game by using vsync or a FPS limiter
reduce FPS of recording, use 30FPS instead of 60FPS
reduce the resolution to 720
reduce the quality of the stream by using super or even ultra fast encoding
mix of all of the above

or just use qsv (intel iGPU) or nvenc (nvidia card) for streaming,that way you can even stream at 4k if your upload speeds can keep up.
