I have purchased 960 4gb card form Ebay, But after installation of card receiving Nvidia Driver Stopped.

It`s working fine with testing tools but when I checked with loopkup tools, it`s saying "Fake Nvidia GTX 960 4GB Cards". I want to know. can I use this card or not.

Yea... very sketchy if you ask me...
The reviews from him are saying something about a 'cream', nothing related to GPUs...

So, as much as would not like to say this, you've probably being scammed...
Try to contact ebay if you will, post proofs of the invalid card such from other monitoring softwares like in the email and perhaps ask for a refund.(I don't really know what are ebay's policies on this tho...), if you're lucky you can get your money back.

Nevertheless, try to be much more careful next time. PC parts are not cheap, trying to avoid that will likely end up bad...
