Problem with build: "d0" error code and infinite booting loop

Hi,

I just finished assembling my (first) system, with the following components:

MOBO - Asus prime X399-A
PSU - Seasonic Focus Platinum 750 W
GPU - GeForce GTX 1080 Ti (First PCIe Slot)
RAM - BALLISTIX BLS16G4D240FSB 16 GB (single stick, in second slot from left on the right (A1))
SSD - Samsung 960 Evo M.2 (under the cover)
HDD - None
CPU - Threadripper 1900x
CPU Cooler - Arctic TR Version

Now the first time when I turned on the power, the mobo lighted up, und the chassis fans start to spin. The Q code went shortly through some different codes, then stayed for 1-2 seconds on "d0" (CPU initialization error) and then changed to "Ad" (ready to boot event) but no signal whatsoever on the screen (and the cpu cooler fan doesnt started to spin, idk if it is supposed to when booting). The POST state LED turns yellow, indicating a problem with the ram.
I tried to debug it it by reseting the CMOS by placing a metal object on the two pins, short circuiting it (as was adviced in the manual).
Now it changed and the system goes straight to "d0" and turns on and off continously, till I press the power button for 4 seconds.

For troubleshooting I removed every part except the CPU and the RAM, and the problem remains.
After also removing the RAM completely the PC is not stuck in the infinit boot loop anymore, and instead shows the Q Code "C0" (which is weird, because I cant even find this code in my manual).
The CPU cooler gets warm, so at least the CPU seems to get electricity, and I also checked for any bended pins, but they also seem fine.

Therefore my guess is an issue with the RAM, but the RAM is new, and I am an absolute beginner in building PCs, so it could be anything else as well. Hopefully somebody has an advice.

Try testing the board outside the case. Check also the CPU cooler if properly installed. If still the same, I'd RMA both board and CPU.

Actually, it worked when I was putting the RAM stick in the B2 slot (which seems fishy though).
Unfortunately now I have another error: When I am in the BIOS, everything (CPU, M.2 SSD, USB Stick) is recognized and I can navigate with the Keyboard. However, when I want to choose the usb stick in the boot menu, I get a Q code "AE" Legacy Boot Event.
Do you maybe have any idea what that could be?

But I cant boot from my USB stick. I put the USB stick as number one priority for booting (with the keyboard, as the mouse doesnt work for some reason), and then choose it as booting device. The screen turns black and the status is AE.
Also weird is, that my SSD is listed in the booting priority list, but not under the M.2 slots in the BIOS.

Yeah, there was apparently an error creating the USB stick, with Etcher it worked. However now the next problem. I can choose to boot Linux, but I get an
"[Firmware Bug]: AMD-Vi: IOAPIC[130] not in IVRS table
AMD-Vi: Disabling interrupt remapping"
