Technically yes i was using windows 10 with Q6600 4GB DDR3 and R7 250 without issue, and it was a faster by a bit, but just try to disable unecessary services.
And try not to clog it down with too many programs cause that might make it tad slower.

Yes you can, you will need to completely reinstall Windows and wipe out anything on the drive so make sure you have a backup first.

Just because they can doesn't mean that they run well. MS specifies that the bare minimum for W10 is 2GB RAM, but the current standard for 64-bit systems is pretty much 8GB RAM. Anything less than that and you're going to potentially have a less than stellar experience with performance issues.

The primary point of 64 bit OS is it allows you to use more than 4GB of memory. So upgrading to 64 bit but sticking with just 4 GB of RAM will not result in performance change.
I run lots of desktops with 64 bit OS and just 4GB of RAM at work. It is not a performance problem for the OS. The problem is users simply opening to many chrome tabs and maxing out their RAM. I install more RAM if and when I think it will help the user.
