New computer stuck in a reboot loop

I am working on a brand new computer,
mobo is ASUS H310-plus
ram is Viper 8GB DDR4 2400mhz x2
CPU is intel i5-6500 3.2 GHZ

with just CPU in the mobo I get the normal memory error 1 long and 2 short beeps out of the speaker. When I install either of the ram sticks in either slot the computer enters into a boot loop. Starting up with no post or error codes than restarting, it repeats this till I manually power off the computer. I've already got replacement ram once. Is this an issue with the mobo then?

H310 chipset is NOT compatible with an i5-6500. It is only compatible with 8th gen CPU's.
You've selected either a wrong motherbd or cpu.
It would be cheaper to replace the motherbd then the CPU as the i5's start at about $180
