The details.
Mobo: ASRock Z370 Extreme 4
CPU: i7 8700K (not OC'd--yet ;)]
CPU Cooler: Corsair H75
Case: Thermaltake View 31, closed panels, not sitting open.
GPU: EVGA 1080 FTW2
RAM: G.Skill Trident DDR4 3200 2x8GB
SSD: M.2 960 Evo 500GB

Fans: 3 140mm fans on front panel of case, 2 120mm for intake/outtake on the CPU Cooler as standard for the Corsair H75.

The background, and the issue.
Just built this rig last night. Cooling installed properly, CPU cooling fan pins are attached to the motherboard. Tested playing games like GTA, PUBG, started reaching around 80 degrees [Celsius will be used] and maxing around 90 degrees before further stressing the CPU. After seeing this, I reseated the H75 and reapplied thermal paste to ensure full-coverage of the CPU. My Idle temps are 31, but under minimal load i.e. using computer applications like Firefox, Discord, the Core 1 peaked at 53 degrees. I haven't tried stressing the CPU on a game yet, as a 53 spike is surely not okay.

I've also gone into BIOS, ensured the CPU is at base clocks, and also maxed the CPU's fan settings. The other 5 cores on the 8700k typically peak at around 43 maximum. It is only core 1 maxing at 53 under simple tasks. (Which I've seen that some applications use a single core to run processes, meaning the 256ms reaction time of the thermal sensors will jump the temperature readings under any load amount, so I get that and all.)

Solution
So what's your max core temp now in your max day to day tasks(no stress applications)?

My 7700k also jumps to 50s even at desktop, though even intense gaming never exceeds 74c. Blame it to crappy paste intel uses below the IHS.

If you are sure about cooler.and paste, next step would be to ensure what is the cpu voltage at load, some boards send too much voltage in auto conditions in bios. Run cpu z and watch what cpu voltage you see.

Home's always at a constant 23 C, roughly 75 F. Never above, never below. The air conditioning always has a nice flow towards the computer.

Max core temp lies at 41 as the 6-core average, and on the single core (Core 1), 48.

For some reason, my CPU seems to be acting normal now. Tried stressing a few games on it, finding 60 degrees at a maximum, and only as a simple spike. Averaging 34-50c. Thanks for the help, @mahanddeem. If I find further issues with cooling I'll begin a new thread with more information covered here.
