ram over clock dual channel xmp

Solution
That specific kit is rated at the JEDEC standard 2133MHz. There will be no XMP profile loaded for it.

To (attempt to) push higher rated speeds, you'll need to manually overclock. Change/loosen timings, increase voltage etc.

The board will have options for speeds 2133-~4000MHz, but they won't pull in corresponding timings. You'll need to manually set those.

Kits sold at the "base" 2133MHz typically don't have much additional headroom at all (if any) though.
