USBs running at correct speeds

I have a Gigabyte X99 UD3P motherboard. I noticed that some of my USB 3.0 are running as 2.1 ports, and USB 2.0 ports showing as superspeed ports (3.0). I am deeply confused as to why this is. I used a program called USB Tree Viewer and it shows that the 3.0 ports are 2.0 as well. I just want to make them have proper drivers and have their correct capacities. My reason to look into this is today those 4 ports were giving me issues where devices were just not working on them. I had a dying PSU prior and changing to a new PSU fixed some ports not working at all. However today a few times they just were not functional. I decided to disable the USB hub labeled Generic USB Hub and those were the 3.0 ports. However when I disable the SuperSpeed ports, this disables my USB 2.0 ports. This seems extremely backwards. The board has 4 USB 3.0 that are Intel based, and the 4 being weird are Resensas 720210 something or other hub according to gigabyte. These are built onto the board.

Any help is appreciated.

Yes. Thats where I saw it running the drivers wrong/ In device manager the 3.0 hub is running as Generic USB, and the 2.0 as Generic SuperSpeed. This should be backwards as far as I know. But changing them doesn't seem to fix that.
