Computer fans too loud and gets extremely hot

Hi my relative has a computer that is making a really loud noise I believe its the fans. However, I also noticed it is making the room extremely warm. I suspect overclocking. He is not all that tech savvy with computers and He got the computer from a long time friend of his. So he has no idea what is going on with the computer or what his friend did to it.

I know he is running a i5 3570k
HD 7770
850 watt power supply (i believe this is overkill)
16 GB ddr3-1600 ram
has a cd dvd drive
has a sd card reader installed in a 2.5 floppy bay. Finally he has 2 fans running into his computer. Not including the fan on the the processors heatsink.
My question is this what can I do to bring down the noise and the heat. I personally never overclocked a computer before. So, any suggestions would be deeply appreciated. Thank you

PS I also understand system bios/UEFI as I took classes for basic computer maintenance in High school, but was never taught about overclocking.

I should have mentioned this before, but check for viruses as well using MalwareBytes. A Miner can cause overheating. Be sure to check task manager for any strange process that may be using the CPU.

If it's just the heatsink/fan, make sure it's not clogged with dust. If it's still overheating after cleaning, then it may...

Thanks I found that the CPU was overheating. It must be the heatsink/fan. I did not find afterburner or precision on his computer. Unless there is any other overclocking program that you could think of or I could find I think its pretty clear it is the heatsink. Thank you!

Other ways of overclocking is through BIOs if the motherboard supports it. But I doubt it's the cause here.
