Troubleshooting Intel Core i7 5820K (X99 Motherboard)

I'm building a new audio workstation and for some reason I thought it would be a good idea to go with some used components, namely the CPU and motherboard.

Unfortunately I've had no luck getting my system to POST so I'm looking for advice.

Components:
Corsair RM750x PSU
ASUS x99 Deluxe II
Intel Core i7 5820k
G Skill Aegis RAM, 2x 8GB DIMM
EVGA Geforce 670SC

System wouldn't post in the case with GPU and disk drives installed so for testing I breadboarded just the mobo, CPU and RAM. Doesn't post. Q-Code '00' which the manual lists as an "un-used" error code.

-I re-seated the CPU. I could find no bent pins in the LGA socket.

-I tried a known good PSU but no luck. (Corsair RM650)

-I tried one DIMM at a time in the correct slots as dictated in the manual.

-Tried two other motherboards (ASUS x99-E)

-Tried memory from a different manufacturer (Corsair Vengeance LPX 2400MHz)

-I don't have access to a known good CPU to test in the system.

Anything I've missed? What do you think? I feel like I've done my due diligence and I should return the CPU as D.O.A. Naturally, the eBay seller is showing some resistance.
